Hobbie Rudder

I have just got myself a PA12 and have noticed that the rudder only moves about half as much as it has room for under the hull.
I know about adjusting the cables and when they are at the extreme of loose it can be moved by hand and it uses full arc but
as you tighten the cable the freedom of movement seems to go also. Any ideas..

is it brand new ? does the action of the rudder feel smoothwhen you turn it by hand?

No it is a 2015 but not a lot of work. If I loosen the pressure right off I can turn it by hand easy all the way from one side to the other. When I tighten the cable it seems to reduce the amount of travel side to side. It might be normal it just seems to waste a lot of room for it to turn.

I'm no expert, but one or both of the metal arms that connect the rudder cables to the steering levers may be hitting something inside the hull. This may be limiting the range of movement. Possibly the foam pads they bung in there for buoyancy are obstructing one of the metal arms?

PF might be on to something there those bits of foam can move around. also check that the cord hasn't got looped around something in hull easy ay to check if you got an action cam with wifi. check also that the rudder up down cord has enough slack in it at the rudder end to fully deploy the spring could be rusty too.
the deploy cord can interfere with the cam at the top of the rudder assembly.
